However, every anniversary of the 26/11 attack is accompanied with a question - is Mumbai today prepared? Committees had been formed and they have given recommendations but, critical changes remains largely unimplemented, the progress only incremental.
One of the most toughest challenges is the massive coastline. It had been proposed to have a fleet of 74 Automatic Identification System (AIS) receivers. These would set off alerts if boats not registered with Indian authorities try to enter ports and these have been set up but, the electronic network to aid patrolling is yet to be fully operational.
Moreover, unique ID cards were supposed to be issued to all fishermen and over 2 lakh fishing vessels have been registered - but, Navy sources said all fishermen haven't been given the unique ID.
Of course, the Maharashtra government have created a rapid action force that can reach any spot within 12 minutes.
Much more needs to be done to close all loopholes. No one wants a repeat of 26/11.
