This has been reported in timesofindia.indiatimes.com dated 14 April 2016.
This recycling of used water bottles is an organized racket and those involved in refilling discarded bottles with ordinary water and selling them to passengers make a killing. These gangs can be spotted at any of the railway stations - they operate at the Allahabad junction and bus stand and they collect empty bottles, fill them with water from the pipes that provide water in the toilets and finally sell them.
When the train arrives, these sellers target the general compartment. Their strategy is to target the side opposite to the platform since passengers do not get off due to the heavy rush in the general compartment.
This water is usually sold at anything between Rs5 and Rs10 per bottle and drinking such water can lead to serious health hazards.
