The ‘Earth Independent’ colonies on the Red Planet will be the end point of years of research probably by the 2030s. The first stage of the three stage plan is ‘Earth Reliant’. The second would be the Proving Ground – in this phase, the operations will be tested out in deep space, but in an environment that would allow humans to return to Earth in days.

The final stage would be the Earth Independent stage. The objective is to set up Earth Independent colonies so that humans expand their reach to go to Mars not just to visit, but to stay.
People in these colonies would work within habitats that "support human life for years, with only routine maintenance". They will harvest the available resources on Mars to create fuel, water, oxygen and building materials. They would also use "advanced communication systems" to send information back with only a 20-minute delay.
These plans have been outlined in the document: "Nasa's Journey to Mars — Pioneering Next Steps in Space Exploration".
