From 1 April 2016, limited number of government run body Bihar State Beverages Corporation Limited (BSBCL) will sell IMFL in municipal and town council areas. BSBCL operates under the aegis of state Excise department and it would take up the responsibility of retail sale of IMFL and run outlets under strict guideline.
Once BSBCL takes up the job of IMFL sale, it is expected that almost 90 percent of present liquor outlets would be shut down thereby minimizing the ill effect of alcohol consumption in the state. It is not indicated as to when the IMFL would also come under prohibition.
Nitish Kumar had made a pre-poll commitment to women that if he returned to power his future government would ban alcohol. He has taken the steps in that direction and he is doing it irrespective of loss of revenue on account of prohibition. At present, the state collects around Rs 5000 crore from sale of liquor and he does not mind losing revenue in exchange of a greater social cause by banning liquor to save poor families getting ruined on this count.
